Hail Siinge Blacklist in the Nexus to get the Scepter of Time quest. The Scepter of time is a great weapon to use to pull, as its range is longer than the longest bow/arrow combination.
Ranks of SoT can be combined to form the next higher rank, up to a maximum level of 10. However, it would take exactly 512 Scepter of Times to create a Scepter of Time X, so this is not possible... or a good idea.
