Candy comes from boss drops during the Halloween event or it can be purchased from Undead Sporali. There are 3 kinds, sweet, sour, and liquorice as pictured below, all can be turned in to Snow Nose in Housegarden for a chance at Halloween tokens or consumed for a random buff. Sour gives you an offensive buff, sweet gives you a defensive buff and liquorice gives a knockback effect.
